UL 62368-1 Explained: Why Your PDU Certificate Matters

The rack PDU is the one device in the cabinet that every other device depends on, and its safety certificate is the document your inspector, insurer and auditor will eventually ask for. Since 2020-12-20, the only current answer in North America is UL 62368-1. This explainer covers what changed, how the hazard-based method differs from the old rulebook, and how to verify a supplier's certificate in ten minutes.

Certificate questions rarely come up until they are expensive: a permit inspection stalls, an insurance claim gets a document request, or a data center audit flags a marked unit that no database recognizes. All three trace back to the same root — nobody verified the certificate when the purchase order was signed. This article gives you the background to do that verification yourself, with a checklist you can paste straight into an RFQ.

What UL 62368-1 actually covers

UL 62368-1 is the North American safety standard for audio/video, information and communication technology equipment — the category rack PDUs fall into. It is the UL adoption of IEC 62368-1, the international standard published by the IEC, and its European edition EN 62368-1 is the harmonised baseline a manufacturer cites when self-declaring CE. One family of standard, three regional doors: UL for the US market through an NRTL, EN for the EU declaration, and IEC as the reference text certification bodies test against.

For a rack PDU specifically, the standard governs the things that sit between your upstream breaker and forty servers: insulation and creepage distances on the switching PCBA, the fire enclosure of the housing, the energy a finger can reach behind an outlet, and the behaviour of the unit under fault conditions. The timeline that matters: 60950 is gone

The predecessor standard, UL 60950-1, governed IT equipment safety for two decades. It was formally withdrawn on 2020-12-20, and new certifications must be granted under UL 62368-1. In July 2025 UL Solutions published the fourth edition of UL 62368-1, which opened the next transition cycle — meaning edition questions are now live, not theoretical. HBSE in plain English

The reason the industry did not just renumber 60950 is a method change called Hazard-Based Safety Engineering (HBSE). The old standard was prescriptive: it listed component rules and construction requirements that had accreted over decades. HBSE instead asks what energy sources exist in the product — electrical, thermal, fire, mechanical — classifies each by how much injury it could cause, and then demands safeguards proportionate to who can touch what. A circuit an instructed service technician can access is judged differently from a socket an ordinary office worker will plug a laptop into.

On a rack PDU this is visible in the details rather than the paperwork: outlet contacts treated as an accessible energy source with strict limits, the switching board's clearance and creepage designed against the classification of the 32A or 63A feed, and the housing evaluated as a fire enclosure. The practical consequence for buyers is subtle but real — two PDUs can pass a rules checklist while only one has been engineered through the hazard model, and HBSE is the one that ages better when you modify outlet layouts or push loads closer to rating. If a vendor claims HBSE compliance, the proof is still the certificate: standard, edition, scope, file number.

Frequently asked questions

Only in a narrow sense. UL 60950-1 was formally withdrawn on 2020-12-20, so it cannot be the basis for a new certification. Legacy products whose design has not changed may keep riding an old 60950 file, but any meaningful design change — a new outlet arrangement, a new switching board, a new housing — voids that grandfathering. A brand-new PDU model offered in 2026 with only a 60950-1 certificate is a red flag.

They are different market mechanisms, not substitutes. For the EU, a rack PDU self-declares CE under EN 62368-1 (the European edition of IEC 62368-1) together with EMC and RoHS directives. UL 62368-1 is the North American route, evaluated by an NRTL. Buyers shipping to both regions should ask for both files — one certificate never covers both markets.

You should, and any factory that refuses is answering for you. Ask for the standard and edition, the certificate or file number, the scope description and the issuing body. Accredited labs such as SGS or UL Solutions can issue both a test report and a certificate; verify the number against the issuing body's public database before the deposit.
